וְהָיָה־אִ֥ישׁ כְּמַֽחֲבֵא־ר֖וּחַ וְסֵ֣תֶר זָ֑רֶם כְּפַלְגֵי־מַ֣יִם בְּצָי֔וֹן כְּצֵ֥ל סֶֽלַע־כָּבֵ֖ד בְּאֶ֥רֶץ עֲיֵפָֽה׃

И человек будет как укрытие от ветра, И тайное от бури; Как у водотоков в сухом месте, Как в тени великой скалы на утомленной земле.

Rashi on Isaiah

And the man shall be The hero in the fear of the Holy One, blessed be He - that is Hezekiah - shall be for Israel.

Ibn Ezra on Isaiah

והיה איש And a man shall be. Either every one of the officers of Hezekiah, or Hezekiah himself is meant.
